I used to have Pinnacle 9 on my machine until it became corrupted and had a
bad time trying to uninstall it. Anyway, save time trying to download all
the patches for it, my local PC shop had Pinnacle 9 Plus going cheap so I
installed it.

Problem is the thing installed itself on my C: drive without asking me. I
would like to have the whole thing on my D: drive. How can I uninstall it
*completely* and reinstall it on D:?

After the new installation, you should be able to do a complete uninstall.
I don't remember the details of the installation process, but there is
probably some subtle place where you are given the choice of program
location. If you want to try something different, PC Magazine has a
utility called "coa2" that helps move program files.
You might not need to move the program at all if your purpose is to
place the video data on a different disk than the program. There's a
choice of destinaton when you do the capture.
